Iowa COVID-19 Phase 1B Summary
  1. Tiers 1-5
  2. Adults 65+

Eligible 1B populations

Beginning March 14, all Tier 1-5 groups are eligible for COVID-19 vaccine in Linn County. This includes: 

Tier 1

  • First responders
  • PK-12 school staff, early childhood education, and childcare workers

Tier 2

  • Food, agriculture, distribution and manufacturing workers who work in or live in congregate settings that DO NOT ALLOW for social distance (does not include worksites where employees can social distance or restaurant, grocery and other essential businesses)
  • Individuals with disabilities living in home settings and their direct care staff

Tier 3

  • Staff of and individuals living in congregate settings (does not include college dormitories)
  • Government officials and staff engaged in state business at the Iowa Capitol during the legislative session

TIer 4

  • Inspectors responsible for hospital, long-term care, and child safety

Tier 5

  • Correctional facility staff and individuals incarcerated

Tier 1 Prioritization

On February 1, first responders (including police officers, firefighters, and child welfare social workers), education and childcare workers became eligible for the COVID-19 vaccine. Due to the limited supply of vaccine, vaccine was prioritized to identified groups within Phase 1B Tier 1. Considerations for prioritization within Tier 1 included high risk of exposure, severity of illness, and ensuring sustainability of frontline workers. Additionally, Tier 1 agencies and organizations were asked to prioritize vaccine within their organization. Vaccine was offered to the following populations in Tier 1, in order of priority: 

Group 1

  • Law enforcement
  • Fire department personnel
  • Emergency response personnel

Group 2

  • Early Childhood Education staff
  • School transportation staff
  • Childcare Centers with 10 or more staff
  • PreK-5th Grade building teachers and staff
  • Grant Wood Area Education Agency staff working with PreK- 5th grade students

Group 3

  • Childcare Centers with 4-9 staff
  • 6th-8th Grade building teachers and staff
  • Grant Wood Area Education Agency staff working with 6th-8th grade students

Group 4

  • Childcare Centers with 1-3 staff
  • 9th-12th Grade building teachers and staff
  • Grant Wood Area Education Agency staff working with 9th-12th grade students

Group 5

  • Child Welfare Social Workers
  • Extracurricular teachers
  • Tutors and staff of tutoring centers
  • Administration staff not associated with a specific building
  • Persons 65 years and older who are providing childcare for family members, if not previously vaccinated
