Services During COVID-19
Due to COVID-19, Linn County has closed most County buildings to the public once again to help reduce community spread of the virus and to help ensure continuity of County services. The closure will remain in effect until public health conditions improve and allow for modifications.
County staff continue to work on-site and remotely to provide County services to the public. Residents and businesses may conduct County business online, by phone, by email, by mail, and by drop boxes located outside County buildings. Due to the high volume of phone calls to the Treasurer's Office, phone hold times could exceed 30 minutes.
We appreciate the public's understanding of the need to conduct business in new ways during this global pandemic.

Title Transfers
Complete a title transfer without coming to the Treasurer's Office.
Vehicle Registration Renewals
Vehicle registration renewals can be completed the following ways:
- Online at iowataxandtags.org.
- You will need your PIN from your renewal notice or the audit number that is on the bottom left portion of your current vehicle registration to renew online. See this example.
- Mail payment to Linn County Treasurer at 935 2nd Street SW, Cedar Rapids, IA 52404. Make check payable to Linn County Treasurer.
- Use the white drop box in front of the Linn County Public Service Center. Be sure to include your contact information when dropping business items in the drop box.
- By phone at 319-892-5500. Due to the high volume of phone calls, phone hold times could exceed 30 minutes.
Claim for Refund on Vehicle Registration
To claim a refund on a vehicle registration, please complete the following steps:
- Fill out the refund form from the Iowa DOT’s website.
- Mail or drop off your completed form with your license plates to our office at 935 2nd Street SW, Cedar Rapids, IA 52404.
Duplicate Title
To request a duplicate title for your vehicle, please complete the following steps:
- Fill out the duplicate title request form from the Iowa DOT’s website.
- Mail or drop off your completed form to our office at 935 2nd Street SW, Cedar Rapids, IA 52404.
Pay Non-Sufficient Funds/Revoke
Contact the Treasurer’s office by phone at 319-892-5500 or by email for the required fee and documentation. Due to the high volume of phone calls, phone hold times could exceed 30 minutes.
Obtain License Plates/Registration Due to Impound

Order Specialty License Plates
To order specialty license plates, please visit the Iowa DOT’s website.
Purchase of a Non-Personalized Specialty Plate
(Plate Exchange)
Please email specialtyplates@linncounty.org with the following information:
- The type of license plate(s) you are requesting (Blackout, DNR, etc.)
- The plate number(s) from the vehicle(s) you will be putting the specialty plate(s) on
- We will reply to your request with the cost. If you would like to pay over the phone, please include a number where you can be reached. The same online fees apply when paying by phone.
